Job Purpose

The primary purpose of this role is to continually drive the safety agenda within the factory ensuring that people’s safety is the no.1 priority. This is achieved through running an effective safety management system, good data analysis, targeted safety risk campaigns as well as being a key stakeholder in investment decisions from design through to handover and beyond.

The Health and Safety Technical Lead is accountable for the coordination of the implementation of Health & Safety Management Systems and monitoring of the compliance in line with Mars policies and procedures and legal requirements. This role also has a very broad sphere of influence from helping steer the site safety action teams driving H&S agenda in their areas, through to coaching associates and contractors in the factory.

Key Responsibilities

• Coordinate and monitor the implementation of the site health and safety management systems vs the annual plan to drive the factory continuous improvement.
• Provide safety data to all levels of the business to increase awareness and apply Mars H&S management systems across factory functions
• Ensure that all Safety incidents including near misses are suitably investigated and conclusions/follow through actions are clearly identified with action owners.
• Support a professional working relationship with regulators, local authorities and other stakeholders
• Ensure that: – i) All installed equipment by Engineers and Technical Teams comply with legislation and corporate standards ii) potential hazards have been assessed with relevant H&S risks and managed appropriately through project review plan and change management policy.
• The development and delivery of H&S training packages to all associates providing them with the appropriate competencies required for the roles they undertake as per the defined hazards profile.
• Control of all H&S documentation as per Mars document control procedure and maintain integrity of the factory risk register
• CALM & BRM roles/tasks as defined by the factory HSE Manager

Context and Scope

Embed the safety culture

• Support on-going development of the factory safety action teams by Leading/attending regular meetings to proactively develop hazards controls to prevent incidents in the site
• Promote ownership and Involve others to develop the continual programs and campaigns that can enhance control of hazards
• Ensure H&S agenda is well integrated with factory FMOS different forums, i.e. WOM, HSE

Building capabilities for the talents

• Ensure availability of strong inductions program that can help new joiners to cope with the organisation and be effective at their areas
• Ensure the right training calendars and training program in place to enable associates to embed H&S in their daily routine
• Review  the training performance and training payback on the associates and organization

MARS HSE Standards implementation

• Plan and monitor the program of MARS H&S standards implementation in line with the factory annual H&S plan and regional requirements
• Ensure the quality implementation of MARS H&S standards and relevant validation processes, i.e. regular inspection and audit and produce relevant findings reports and feedback
• Follow up on the closure of actions generated by external audits findings and recommendations
• Ensure all departments have the right information and tools to control hazards involved in their work environment, tasks and processes.

Site projects and Expansions

• Facilitate and monitor the implementation of Mars Contractors Management Standards
• Ensure project review process standard is applied for the projects and all interested parts are involved .into the assessment
• Ensure all Safety standards, as applicable, are applied during the design phases and all the way through to handover.
• Ensure Regional  assets conservation consultant , utility assets conservation consultant and Factory mutual engineers are aligned with the projects as applicable

Asset conservation program

• Ensure the site, new site expansions, new projects activities and new equipment meet the requirements of the Asset conservation standards outlined in the Asset conservation manual.

Site performance

• Provide weekly incidents KPIs report to factory management ensuring this is translated into monthly report and included in KEC H&S data base
• Ensure relevant data is kept up to date, accurate and available – and use this data to identify trends.
• Ensure KPIs/Scorecard are periodically reported to the Regional teams, as applicable, and updated on the Enablon system.

Safety ” ISO “ management system

• Monitor the OHSAS 18001 / 45001 management system requirements vs Mars implemented standards and policies to sustain a safe place /safe people as well as the ISO certification

Communication and Work Relationships

• Internal– High level of communication with all functions (Engineering, production, Commercial, R&D,   IE, FMT and MTCE).
• External – Medium level communication with  governmental authorities ,and AMEA regional team, as advised by the factory HSE manager

FRAMEWORKS, BOUNDARIES, & DECISION-MAKING AUTHORITY

• In line with the factory annual plan, cascade KEC H&S standards and Mars H&S best practices to the factory teams and ensures adherence through follow-ups

Job Specifications/Qualifications

Education & Professional Qualifications

Ideal candidates would be qualified with NEBOSH Certificate or NVQ Level 4, ISO 18001 or 45001 Lead Auditor

Knowledge / Experience

5+ years proven track experience, with the managerial or supervisory role with clear accountabilities. Previous exposure to a food manufacturing environment & safety role will be highly regarded
